Roberto R. Roy

Minister for Canal Affairs since 2012.

Mr. Roy has been Chairman of the Panama Canal Authority Board of Directors since 2012.

He has performed as Executive Secretary of Metro de Panamá from 2009 through 2015.

President and Chief Executive Officer (CEO) of Metro de Panama, S.A. since January 2015.

Roberto Roy holds a degree in Mechanical Engineering and a Master’s degree in Industrial Management from the Georgia Institute of Technology. He has a degree in Civil Engineering from Universidad Santa María la Antigua.

He was a member of the Board of Directors of the Panama Canal Authority from 1998 through 2007.

Presided over the Blue Ribbon Engineering Committee (BREC), a panel that together with the United States Corps of Engineers recommended improvements to the waterway (1996-1998). These recommendations finally lead to the Panama Canal Expansion Program.

President and founder of Ingeniería R-M and affiliates, one of the largest construction companies in Panama, established in 1975. 

Member of the Panama Maritime Authority Board of Directors and the ALAMYS (Asociacion Latinoamericana de Metros y Subterraneos) Board of Directors, since 2011.  Member of the Advisory Board of Georgia Tech Panama Logistics Innovation & Research Center; Board Member and Trustee of the City of Knowledge. With membership in the Panamanian Chamber of Commerce and the Panamanian Association of Business Executives.

He was a Board member of Caja de Ahorros for five years; and La Prensa newspaper for seven years.  Former President of the Panama Construction Chamber (CAPAC), and since 1987, has been a member of Young Presidents’ Organization / World Presidents’ Organization (YPO/WPO). 

He has been recognized with several awards and recognitions, such as:

    • Decoration of the Order of Manuel Amador Guerrero (Grand Cross) and of the Order General José de Fábrega (Grand Cross) both awarded by the Government of the Republic of Panama,
    • Decoration of the National Order of the Legion of Honor (Chevalier) by the French Government,
    • Decoration of the National Order of Merit in the degree of Grand Officer by the French Government,
    • Decoration of the Order of Civil Merit in the degree of Grand Cross, granted by His Royal Highness Felipe VI of Spain,
    • Distinguished Engineering Alumnus 2005, Georgia Institute of Technology,
    • Panamanian Society of Engineers and Architects (SPIA), Engineer of the Year Award.
    • William Ross Honor Medal awarded by the Panama Construction Chamber,
    • The Panama Canal Board of Directors has bestowed upon him two Panama Canal awards in recognition of his performance as a former member of the Board of Directors (1999 – 2007), and in recognition for his participation in the Blue Ribbon Engineering Committee (BREC).

He also serves in the board of directors and is the Trustee of the Danilo Perez Foundation and chairs the El Valle Music Festival since 2000.
