Today\u2019s announcement marks the beginning of a 30-day formal consultation period for industry feedback, which will close on July 15, 2019.<\/p>\n<p>\u201cWith this proposal, we aim to better serve the global maritime<br \/>\nindustry,\u201d said Panama Canal Administrator Jorge L. Quijano. \u201cOur proposed<br \/>\nmodifications will increase transparency and flexibility, among other<br \/>\nimprovements, to ensure the Panama Canal remains competitive and optimal for<br \/>\nthe industry today and moving forward.\u201d<\/p>\n<p>For the dry bulk segment, the proposal offers matching the tolls charged to<br \/>\nNeopanamax vessels carrying iron ore with the tolls assessed for grains and<br \/>\n\u201cother dry bulk\u201d cargoes, as well as a tariff increase for Neopanamax dry<br \/>\nbulkers transiting in ballast.<\/p>\n<p>The proposal also aims to add transparency to the tolls structure of the<br \/>\npassenger segment by charging based on the maximum passenger capacity that can<br \/>\nbe carried by each specific passenger vessel. To that end, the Canal is<br \/>\nproposing to change the unit of measurement from a \u201cper berth\u201d to a \u201cper<br \/>\npassenger\u201d basis, making it easier for cruise lines to transfer transit costs<br \/>\nto their customers.<\/p>\n<p>For the containership segment\u2014the main user of Neopanamax Locks\u2014the proposed<br \/>\ntoll modifications will help retain and incentivize increased cargo volumes<br \/>\nthrough the Panama Canal. Specifically, the proposal offers more attractive<br \/>\nrates for customers who benefit from the Panama Canal Loyalty Program by adding<br \/>\nnew levels with reduced rates in the capacity charge for shipping lines<br \/>\ndeploying between 2 million to 3 million TEUs, and additional reductions for<br \/>\nlines deploying an incremental over 3 million TEUs. The incentive implemented<br \/>\nin the last toll modification of fiscal year 2018 for total TEU loaded in the<br \/>\nreturn voyage (TTLR) will remain in effect.<\/p>\n<p>To add further transparency to the toll structure for the Vehicle Carrier and<br \/>\nRoRo segment, the proposed modifications include\u2014for the first time\u2013a new<br \/>\ntariff category or range precisely designed for Neopanamax vessels to account<br \/>\nvessels sizes and capacity. Additional modifications for this segment include<br \/>\nslight increments in tolls tariffs for Panamax-sized vessels, as well as minor<br \/>\nadjustments based on vessel size ranges.<\/p>\n<p>Toll structures for tankers, chemical tankers, LPG and LNG vessels remain<br \/>\nunchanged, but tolls adjustments are proposed to more closely align with the<br \/>\nvalue of the route.<\/p>\n<p>Tolls for small vessels (minimum tolls) and for the local tourism market are<br \/>\nbeing revised upwards to take into account the resources used in the transit<br \/>\nand the complexity of accommodating these vessels within the locks\u2019 chambers.<br \/>\nThe last tariff adjustments for small vessels were implemented in 2012.<\/p>\n<p>Lastly\u2013and based on comments submitted by clients during the 2017 public<br \/>\nconsultation and hearing process\u2013the Canal proposes to review the rates<br \/>\ncharged to vessels carrying containers on deck, which do not belong to the<br \/>\ncontainer shipping segment, to allow for differentiated charges for containers<br \/>\nthat are empty, dry or refrigerated.<\/p>\n<p>The complete proposal is available at www.pancanal.com\/peajes. All interested<br \/>\nparties are invited to participate in the consultation process as well as the<br \/>\npublic hearing to be held in Panama City, Panama, on July 24, 2019 at 9:00 a.m.<br \/>\n(local time). In accordance with established rules, the Panama Canal will<br \/>\nconsider all correspondence received by 4:15 p.m. (local time) on July 15,<br \/>\n2019, as well as comments and opinions presented during the public hearing.<\/p>\n<p>After a careful evaluation and analysis of the comments received, and once any<br \/>\npertinent changes are incorporated in the proposal, the Cabinet Council of the<br \/>\nRepublic of Panama will officially approve the modifications.
