Chairman of the board
An executive professional with extensive experience in the construction industry and deep knowledge in business administration, operations, corporate governance, development and implementation of processes and indicators, business development, and planning.
A civil engineer, graduated from the Santa María La Antigua University, with a Master’s Degree in Business Administration from the Fuqua School of Business at Duke University, North Carolina. He achieved a Postgraduate Degree in Construction Project Management from the Technological University of Panama and a Master’s Degree in Business Administration from the Latin American University of Science and Technology.
The founder and leader of one of the most recognized construction project management companies in the country: Proyectos Mar Azul, a leading its sustainable growth for 15 years through projects and operations in Panama, Costa Rica, Colombia, the Dominican Republic, and Jamaica, where he currently serves as General Manager. He was Vice President of Operations in the development and construction of Desarrollo Buenaventura for 10 years. He also worked at the Interoceanic Region Authority, providing technical oversight of service infrastructure for the Amador Master Plan Project and the Causeway Expansion Project.
He actively serves and has formerly served as a Director on the Board of Directors of the following institutions: Panama Chamber of Commerce, Industry, and Agriculture; Business Council of the Alliance for Democracy Development: Panama, Costa Rica, Dominican Republic, and Ecuador; the Great National Alliance for Panama; Panama Quality of Life Observatory, ¡Cuéntame! (Tell Me!), and Entrepreneur’s Organization, to name a few.
On July 1, 2024, Mr. Icaza was appointed as Minister for Canal Affairs and President of the Board of Directors of the Panama Canal Authority, for a five-year term. Lastly, he was appointed as Secretary of Goals of the Presidency of the Republic.
